 Membership Policy Statement
 
1. Free membership shall be available to:
  • Residents and Ratepayers of the member Councils in accordance with the Act
  • The immediate families of non-resident Ratepayers
  • Those who qualify under a Reciprocal Borrowing Agreement or similar arrangement (see attached.
  • 2. Temporary or Deposit Membership shall be available to all who do not qualify for free membership. The deposit shall be determined by the Committee from time to time, subject to approval by the three Shire Councils
    3. Junior membership is provided for young people under the age of sixteen. A parent or guardian must sign their Registration Form.
    4. Membership, or membership renewal, may be suspended or withheld in the event that a member fails to return books, or other materials, borrowed from the Library or fails to pay any associated fee or charge, such as overdue charges or book replacement costs. Membership will be restored on payment of such fees or charges, and the return of the items in question.
     
    RECIPROCAL MEMBERSHIP AGREEMENT BETWEEN LOCAL
    PUBLIC LIBRARIES IN NEW SOUTH WALES
    Preamble
    Within the context of the Library Amendment Act 1992 the State Library is seeking to revise the Reciprocal Borrowing Agreement to take account of changed library practices and definitions in the Act.
    Definitions
  • Home library = Membership is held because the member is a ratepayer, resident, or attends an educational institution or works in the area.
  • Host library = Any other New South Wales public library.
  •  
    1. That reciprocal members register in the ordinary way in their home library in their own Council area.
    2. That the membership card of the home library may be required at the host library. The member is then registered in the manner determined by the host library, including signing any relevant undertakings required by the host library.
    3. That the host library keep the records normal to the circulation system in force.
    4. That reciprocal members have access to the full range of services and facilities and are subject to the rules of the host library.
    5. That the host library will, in the case of overdue, lost, or damaged library materials initiate normal recovery procedures. However, if the materials are not returned within two months the home library is to be notified and asked to assist with recovery.
    6. In the event of non-recovery of the materials the host and home libraries agree to negotiate the amount and method of compensation.
